William H. Payne
“Billy”
William H. Payne, 77, of Winchester, Virginia, died Saturday, August 27, 2016, at his residence.
Mr. Payne was born in 1939, in Loudoun County, Virginia, the son of the late Forrest and Lelia M. Payne. He served in the U.S. Air Force from April 4, 1957 to October 16, 1960. He was a member of the Primitive Baptist Church, and affiliated with two churches in West Virginia; Mount Bethel Church and Union Church, as well as Sidling Hill Church in Pennsylvania. He was a self-employed truck driver and was employed by Vance Livestock from where he retired.
His wife, Lois R. Payne, whom he married on February 20, 1961 in Hagerstown, Maryland, preceded him in death on August 22, 2011.
Mr. Payne is survived by his two daughters, Glenda Tangen (Steven), of Dover, NH and Lisa Hill (David, SR.), of Paw Paw, WV; two sons, Thomas Payne (Angie), of Winchester, VA and Donald Payne (Shannon), of Winchester, VA; sister, Susan Baker, of Bluemont, VA; five brothers, Robert Payne, Colorado Springs, CO, Forrest Payne, Jr., of Tuscon, AZ, John Payne, of Lovettsville, VA, Jerry Payne, of Winchester, VA, and Paxson Payne, of Winchester, VA; six grandchildren; six step grandchildren; three great-grandchildren; ten step great-grandchildren.
Mr. Payne was preceded in death by his brother, Jack Payne, of Winchester, VA.
The family will receive friends on Friday, September 2, 2016 from 6:00 to 8:00 PM and Saturday, September 3, 2016 from 12:00 to 1:00 PM, at Omps Funeral Home, South Chapel.
A funeral service will be held on Saturday, September 3, 2016 at 1:00 PM at Omps Funeral Home, South Chapel. A committal service will follow at Shenandoah Memorial Park, Winchester, Virginia.
Pallbearers will be Johnny Payne, Johnny Payne, Jr., James Baker, Tyler Baker, Mark Walker, and Mike Fowler.
