Richard “Dick” B. Wiltshire Jr., 79, of Winchester, Virginia, passed away peacefully on Thursday, December 28, 2023, at Westminster Canterbury, Winchester with family by his side. We were very saddened to hear about Dick’s death. We were neighbors for 19 years and always enjoyed the neighbor relationship. Dick had a great personality and you could count on him for a good laugh. I can still hear his very distinctive laugh. We will not be able to attend the funeral because we are in Florida for 6 months, but we will keep Ann and the girls and their families in our thoughts and prayers Terry and Dave Fincham
