Richard “Dick” B. Wiltshire Jr., 79, of Winchester, Virginia, passed away peacefully on Thursday, December 28, 2023, at Westminster Canterbury, Winchester with family by his side. He was born February 19, 1944, at Winchester Memorial Hospital the son of the late Richard B. Wiltshire Sr. and Margaret (Lowe) Wiltshire. He grew up in Upperville, Virginia where his family operated Wiltshire Funeral Home. His experiences with this family business shaped his future life working with the public as a career banker and as a volunteer in the communities he lived.

Dick graduated from Marshall High School in Fauquier County and then went on to receive his bachelor’s degree from Virginia Commonwealth University (VCU) in Richmond. During the Vietnam Era he joined the Winchester Army National Guard. He began his career in banking as a bank examiner for the Office of the Comptroller of the Currency. He later moved to Culpeper, VA to work for Second National Bank where he advanced to become President. In 1989 he moved to Winchester after accepting a position at F&M Bank (Truist) as an Executive Vice President where he worked until his retirement in 2010.

He was a member of the Culpeper and Winchester Rotary Clubs for over 45 years where he was a multiple Paul Harris Fellow. Dick was Past Chairman of the Board of Trustees at Culpeper Memorial Hospital and was always very involved in helping people and organizations in the communities in which he lived.

He married Ann H. Rooney on November 28, 1970, in Middleburg, VA after meeting in a bank and they have enjoyed over 53 years of marriage together.

In addition to his wife, Dick is survived by two daughters, Gennifer Rapp (Bryan) and Kattie Lawrence (Eric), four grandchildren: Blakely and Natalie Lawrence and Preston and Spencer Rapp, and his sister Carolyn Wilson.

In addition to his parents, Richard was preceded in death by his niece Margaret Beth Wilson and his brother-in-law James Wilson.

Arrangements are being handled by Omps Funeral Home, Amherst Chapel. The family will have a visitation on Thursday, January 11, 2024, from 5-7 pm and the funeral service on Friday, January 12, 2024, at 11 am with a reception to follow.

In lieu of flowers, contributions may be made to Laurel Ridge Community College- the Wiltshire scholarship fund and Special Love Inc.

Ann, Our condolences! Dick was a dear friend of each of us. We have many great memories of times with Dick from our days at Shenandoah to Virginia Tech and beyond. May his sole rest in peace! Bob & Judy Armentrout

We are thinking of you all today and our love to all. We are blessed to be part of the family and so sorry we can’t be there in person. Dick was a wonderful husband, son, father, father-in-law, grandfather, brother and friend.

I worked for Dick when he was hired to establish a Credit Department at Second National and continued working for him until he moved to Winchester. I can think of so many stories during our work career together that just make me laugh…….and……he made you shake your head and laugh……I know he will be missed….but not forgotten.

Goodbye, Mr. Santa. You will be remembered for all the Christmases you brought laughter and joy to the employees at F&M and BB&T. Sincere sympathy to your family. We were very saddened to hear about Dick’s death. We were neighbors for 19 years and always enjoyed the neighbor relationship. Dick had a great personality and you could count on him for a good laugh. I can still hear his very distinctive laugh. We will not be able to attend the funeral because we are in Florida for 6 months, but we will keep Ann and the girls and their families in our thoughts and prayers Terry and Dave Fincham

Goodbye, Mr. Santa! We sure enjoyed your jolly visits and Christmas hugs at F&M and BB&T. Now you can make the rounds in Heaven next Christmas, but in the meantime, entertain the Angels with your wit and humor. Sincere sympathy to your family. I was lucky enough to be a co-worker of Dick's at both F&M and BB&T. Dick was an excellent banker, a great co-worker, and an even better person My thoughts, prayers and deepest sympathy goes out to his family during this time.

My condolences to his family. We were in the National Guard together and shared a lot of laughs then and whenever we met in the following years.

We will cherish our memories of our times spent with Dick and Ann. The world would be a much better place if there were more Dick Wilshires. ❤️
