Penny Ann Downs, 60 of Warrenton, VA, passed away on Tuesday, December 10, 2024, at AccessStar Community Living in Warrenton.

Penny was born in 1964 in Maryland, the daughter of the late Edward and Marguerite Downs. She was a graduate of John Handley High School. Penny retired from NW Works. She was an avid swimmer who enjoyed bowling and going on vacation with her friends and her peers at the group homes she stayed at. Penny enjoyed helping in the kitchen and cooking, going to dances at the local Winchester Moose Lodge and was a big “I Love Lucy” and Patsy Cline fan.

She is survived by her sisters, Diane L. Pitts (Dean), Patricia D. Payne (Robert), Susan Lock Conlon and Sue Misselbeck (Karen) and her brothers, Stephen J. Downs, Dennis Adams (Pam), Patrick Bissen (Jane), sister-in-law, Virginia Downs and numerous nieces, nephews and cousins.

Along with her parents, Penny is preceded in death by her brothers, Michael A. Downs and Mark Bissen.

A visitation will be held for Penny on Thursday, December 19, 2024, at 12pm with a service to follow at 1pm, all held at Omps Funeral Home, South Chapel. Interment will be in Shenandoah Memorial Park.
