Joseph “Joe” Richard Luttrell, 61, of Frostburg, Maryland, formerly of Winchester, Virginia, passed away on October 4, 2018, at a Frostburg nursing facility. My heartfelt condolences to Joe's family. I remember Joe from WMC in the early 80's and later carpooling with him to IAD when he worked for Pan Am and I for United Airlines. We always enjoyed interesting conversations that gave me a further glimpse into Joes kind, good hearted nature. I honestly never recall Joe having an ill word for anyone.

Im so sad...he wasn't my dad but he cared for me like a father i never had before he came into my life. To the daughter's of joe im so sorry for your loss, the last time i saw him he was sitting on a park bench in downtown winchester i gave him a hug and some socks i never imagined it would be the last time id see him. Joe and i always had a love for coffee and he introduced me to tom petty and now everytime tom pretty comes on the radio i think of joe, a man i will remember because he cared for me, when he didn't have too.
