Jack Roy Tayman Rafter II, MD, age 75, passed away peacefully November 21, 2019 after battling Amyotrophic Lateral Sclerosis (ALS). His family was by his side at his home in Winchester, Virginia.

Tay was born on July 20, 1944 to Jack and Julia Kyle Rafter in Mayfield, Kentucky. His parents moved to Culpeper, Virginia when Tay was two. He was predeceased by his father in 1946, and his mother in 2003. Tay is survived by three sisters, Nancy (Bob) Zalokar, Cap Longerbeam, and Lottie (Wayne) Green.

Tay grew up in Culpeper, Virginia. He was a graduate of the University of Virginia, Phi Beta Kappa, earning a Bachelor of Arts with high distinction (1966) and Doctor of Medicine (1970). Tay did his internship at Roanoke Memorial Hospital (1970-1971). He was drafted by the United States Army and served in Vietnam and Fort Lee Military Base (1971-1973). Tay completed his family practice residency at Riverside Hospital in Newport News (1975). He began his family practice in Culpeper (1975-1979). Tay was an emergency room physician in Thomasville, North Carolina and Fredericksburg, Virginia (1979-1983). He moved to Winchester, Virginia in 1983 where he was a Family Physician with Amherst Family Practice (1983-1990), his own practice (1991-1993), Blue Ridge Family Practice (1993-1996), and Selma Medical Associates until his retirement in 2014.

Tay was an avid UVA fan, and he wanted to be a cinder in the eye of anybody that beat his Wahoos. He loved history and served as secretary of the French and Indian War Foundation. He was a group leader with Bible Study Fellowship, and he was active in Fellowship Bible Church. After his retirement, Tay and his wife, Carol Ann, spent part of two summers serving at a mission hospital in Togo, West Africa. Tay also enjoyed golfing with friends and traveling with his family.

Tay is survived by his wife of 51 years, Carol Ann Harlow Rafter; two sons, Keith Rafter and Kyle Rafter of Richmond; and daughter, Ann (Shane) Richman of Edinburg.

Tay’s memorial service will be held at Fellowship Bible Church on Saturday, November 23 at 11 a.m. with a reception to follow. The family will receive visitors on Friday, November 22 from 6-8 p.m. at Omps Funeral Home, 1600 Amherst Street, Winchester, Virginia.

I only learned of Dr. Rafter’s passing yesterday June 29 2020. This kind, gentle, sweet man took care of my family and I for 25 years. I started nursing school at Shenandoah University in 1992. He was so encouraging and supportive during my schooling and 20 year employment at WMC. At times via our shared patient care, we were colleagues. I visited him as a patient for the last time on his very last day of work at Selma. He walked in and said “ You’re not going to cry, are you?” I said, “Of course, I am. I’ve been crying. What will I do without you?” I was very happy for him and his new journey. It was a very emotional goodbye for me. Dr. Rafter, You were more than my Physician. You were a Dear Friend and Honorary Member of My Family. My heart is heavy with the news of your passing. There is no one more deserving of a place in Heaven than you. Tay’s smile and presence lit up the room. He reflected his God well. He had the faith we all should hope to have - the simple, pure faith of a child. There was no pretense or thinking more of himself. He was authentic and self aware. Tay will be missed by all who knew him.

Sending our condolences to Carol Ann and family. Tay provided his excellence in Doctoral Care for Wayne for many years. Based on our UVA education., we share with Tay and Carol Ann a great fervor for UVA Sports .Will have Tay fully in mind while cheering UVA to victory over the hokies" on the 30th.. My thoughts and prayers are with the Rafter family at this time. Dr. Rafter was my pediatrician when I was a toddler and my doctor until the day he retired. I remember very little of my childhood, but I still recall the days of taking my doctor's kit to give him his check-ups whenever I had an appointment at his office. I listened to his heartbeat with my pretend stethoscope, gave him shots, and checked his temperature. I still have that doctor's kit today and will continue remember Dr. Rafter, his smile, his kind and loving spirit, and the amount of time he spent caring for the Collins family over the years. Rest in peace, Dr. Rafter. You were loved by so many!

Tay and I grew up as first cousins and best friends rooting for the Redskins with his uncles Tom and Bill. Many memories of his visiting with family in Brandy Station. Peggy and I send our sincere condolences to Carol Ann and family for the lost of a great friend, classmate and family man!
