Floyd Holtsclaw, IV, 56 of Winchester passed away on Saturday, November 22, 2025, at Winchester Medical Center.
Joe was born in 1969 in Winchester, the son of Linda Fletcher and the late Joedy Holtsclaw. He was a graduate of James Wood High School, Class of 1987. In his younger years he worked as a mechanic and went on to become parts manager & co-owner of Interstate Truck Service on Rt. 50 East. Joe was past President and a 23-year member of the Fraternal Order of Eagles 824 in Winchester and was a charter member for two different Aerie Eagles clubs (Culpeper 4551 & Tom Whittaker 4555) and also belonged to the Moose Lodge, Winchester Elks Lodge, Middletown Hunt Club and Rock Harbor Golf Club. Joe loved hunting and go-kart racing with his son. He was an avid golfer and Cowboys fan and enjoyed reading the newspaper. Most especially he loved spending time with his family and friends.
He is survived by his wife, Pamela “Pam” whom he married on September 12, 1992; son, Tyler Lee Holtsclaw (fiancé Emily Ross) of Winchester, VA, sister, Jennifer Reynolds of Winchester, VA, brother, Wilson Fletcher, Jr. of Stephens City, VA; stepfather, C. Wilson Fletcher and 3 nieces and 3 nephews.
In addition to his father, Joe is preceded in death by his brother, Jason Fletcher.
A visitation will be held on Wednesday, December 3, 2025, from 6pm to 8pm with a service to be conducted the following day, Thursday, December 4, 2025, at 11am all held at Omps Funeral Home, South Chapel. Entombment will be in Shenandoah Memorial Park Mausoleum.
The pallbearers will be Tyler Holtsclaw, C. Wilson Fletcher, Sr., Billy Willis, Greg Perry, Dougie Madigan, and Max Allen. Honorary pallbearers will be Ricky LaFollette, Warren Whitacre, Wilson Fletcher Jr. and Employees of Interstate Truck Service, Inc.
