Flora Carroll “Flo” of Winchester, VA passed away Monday November 17, 2025, in her home. She was born in Castle Hill, ME and moved to Arlington, VA with her husband Roger. She found work as a telephone operator at the CIA and then was promoted to detail at the White House during the Johnson administration. However, the job that gave her the most joy was being a mother. She was able to be a stay-at-home mom throughout her children’s life. As Grammie, she spent as much time as possible with her grandchildren, who were a very popular topic of her conversations. She enjoyed collecting depression glass and dishes of all types.
She could host a luncheon at a minute’s notice.

Flora is survived by her daughter and son-in law, daughter- in-law, grandchildren, sisters, Sandra Hunter of Stafford, VA, Jeannette Cushing of Surprise, AZ and her brother, Kelly Hubbard of Mapleton, ME.

She was preceded in death by her husband Roger and son Matthew.

In lieu of flowers, the family requests that contributions in Flo’s memory be made to Tunnels 2 Towers organization at t2t.org.

A celebration of her life will take place in the near future.

We knew Flo many years, she was loving, warm and generous. She loved her family deeply, each and every one of them. She freely shared memories about Roger's and her life in Maine before they moved to Arlington and later Winchester; her memory was perfect, details in her stories sharp and crisp right to the very end. She was kind and caring but could also easily reduce a group of wannabe alpha males, e.g., Roger, Matt, Tim and me, to mere boys with a disapproving stare, no words needed. I am sad to hear about the passing of my Aunt Flukie. I have many fond memories of her and Uncle Roger coming to visit us in the county when we were growing up. I loved talking with her. She had an infectious laugh. My deepest condolences to the family.

Michael and I were deeply saddened to hear of Flo's passing. She was always so warm and welcoming. We loved going by her house and seeing her on the porch so content, always with a warm smile and a kind word. Flo loved to take Lynn around her house and talk about the years she had of wonderful entertaining with her husband and how much she misses him. We're going to miss you Flo. Godspeed to you.
