Flora Carroll “Flo” of Winchester, VA passed away Monday November 17, 2025, in her home. She was born in Castle Hill, ME and moved to Arlington, VA with her husband Roger. She found work as a telephone operator at the CIA and then was promoted to detail at the White House during the Johnson administration. However, the job that gave her the most joy was being a mother. She was able to be a stay-at-home mom throughout her children’s life. As Grammie, she spent as much time as possible with her grandchildren, who were a very popular topic of her conversations. She enjoyed collecting depression glass and dishes of all types.
She could host a luncheon at a minute’s notice.
Flora is survived by her daughter and son-in law, daughter- in-law, grandchildren, sisters, Sandra Hunter of Stafford, VA, Jeannette Cushing of Surprise, AZ and her brother, Kelly Hubbard of Mapleton, ME.
She was preceded in death by her husband Roger and son Matthew.

A celebration of her life will take place in the near future.
