Steven Edward Kelly, 61 of Stephens City, passed away on Monday, January 19, 2026, at Winchester Medical Center.
Steven was born in 1964 in Alexandria, VA, the son of Tommy and Jency Kelly. He graduated from Parkview High School in Sterling, VA and attended Northern Virginia Community College. He retired after 21 years of service as a Deputy Sheriff for the Loudoun County Police Department and was a member of the Fraternal Order of Police. Steven enjoyed barbecuing, riding motorcycles, fishing, watching football and collecting badges from different police departments. Steven was a good, kind and gentle person who was always positive and would do anything he could for anybody.
He is survived by his daughter, Taylor Jade Ragalado (Juan); grandson, Wolfe Alexander Ragalado and many loving aunts, uncles, cousins and dear friends.
Steven is preceded in death by his brother, Tommy Clay Kelly who passed in 2013.
A visitation will be held on Tuesday, February 3, 2026, from 10am to 11:30am with a service to be conducted at 11:30am all held at Omps Funeral Home, South Chapel. Interment will be in Shenandoah Memorial Park.
