Larry’s leadership as Plant Manager formed the foundation of Leesburg’s Water Supply Division and his influence remains today. It is not an exaggeration to say that Larry built the Water Supply Division – over his career he oversaw the construction, startup and operation of the treatment plant, recruited and trained the staff, ensured regulatory compliance, and managed every major construction project. His uncompromising commitment to doing things the right way, no matter the consequences or level of difficulty, informed every decision he made and was a reflection of his character and ethics. Through it all, Larry was devoted to the professional development of his staff and coworkers, and was a highly respected resource for professional colleagues. I’m so grateful for the opportunities, guidance and support he provided to me throughout my career and for his kind friendship from beginning to end. Rest in peace my friend.
