A native of Winchester, Frank graduated from Handley High School where he participated in varsity football and track. He enlisted in the U.S. Navy and was transferred to the U.S. Marine Corps, where he served as a corpsman in the Vietnam War from 1968 to 1969. He received a degree in respiratory therapy from Shenandoah College and was employed with Winchester Medical Center for 43 years. Frank recently retired as corporate director of respiratory services of Valley Health Systems. He served on the boards of the Northern Virginia Chapter of Respiratory Therapy, the Asthma Camp for Kids, the Winchester/Frederick County Youth Football League, and the Judges Athletic Association. He resides in Winchester with his wife, Connie. They have two daughters and five grandchildren.
