My fondest memory of Shirley was when we participated in the Cherry Blossom Parade in DC. We took care of Olive Oyl which was the tallest balloon. We laughed so hard that day. She was a fun loving person and a dear friend. RIP
Mayor Charles Harbaugh IV left a message on April 21, 2025:
To the Layman Family, I extend my deepest condolences on the passing of Shirley Layman. Shirley was a kind and generous soul who touched many lives through her years of service and warm presence in our community. She holds a special place in the hearts of my family. I will never forget that she was the very first visitor to come see Amy and I at the hospital when our son, Charles V, was born. She happened to be volunteering that day and made a point to stop in and offer her joy and encouragement. Shirley’s legacy of compassion and service will not be forgotten. Our thoughts and prayers are with Tina and the family during this time of loss.
