Penny Elaine Scott “Mawmaw”, 60, of Winchester, VA passed away peacefully on October 27, 2025, at Blue Ridge Care. She was born July 6, 1965, in Winchester the daughter of the late Herman J. Willis and Hilda Virginia Owens Willis.
Penny was a 1985 graduate of Handley High School and worked for the last 20 years as the Restaurant Manager for Denny’s in Winchester and before that was employed as a waitress and cook at the former Donut Castle in Winchester. Penny loved going shopping, especially her Walmart trips, always made us stop to take photos no matter what and she loved to travel to Virginia Beach. She was known to collect random things/trinkets from anywhere she went, and she was a true movie enthusiast. Above all else she loved and adored spending time with her grandchildren and was fondly known as “Mawmaw” to each of them.
In addition to her parents, Penny was also preceded in death by her daughter Stephanie Lynn Jenkins, and her sister, Tina Roberta McDowell.
Penny is survived by her loving children Amanda Dawn Jenkins, Shelby Ann, Kristie Elaine Jenkins, and Rusty Allen Jenkins; her cherished grandchildren Brianna, Gracie, Ryley “Ryder”, Vanessa, Kacey, Taylor, Daisy, Christopher “Bubba” and Kouper; great grandchildren Kowa, Jackson and Adrian; and her sisters Sue Ann Benjamin, Joy Lee Lutz and PJ “Pamela” Davis.
Services and interment are private.
