Deoria Ann Carter Kerns, 78, of Frederick County, VA, passed away on Tuesday, March 4, 2025, in Winchester Medical Center.

Mrs. Kerns was born in 1947, in Bluemont, VA, the daughter of the late William F. and Sarah C. Carter Welch. She was employed as a seamstress at Schoeman Sewing Factory and later retired from Frederick County Schools as a Cafeteria Worker with Apple Pie Ridge Elementary School.

She married Eugene Milton “Gene” Kerns on November 27, 1975, in Frederick County, VA.

Surviving are sons, James Foster (Lori Gunter) of Capon Bridge, WV and Jeffery Bryan Kerns (Karen) of Clayton, OH; eight grandchildren; eight great grandchildren; sisters, Shirley Matheney of Winchester, VA and Sarah Morris of Frederick County, VA and brother, Gordon Carter (Audrey) of Stephenson, VA.

Along with her parents she is preceded in death by a sister, Mary Jane Martin and a brother, William “Bill” Carter.

The family will receive friends on Monday, March 10, 2025, from 9:30 am – 10:30 am at Omps Funeral Home, Amherst Chapel. Following the visitation, a committal service will be at 11:00 am at the Shenandoah Memorial Park Mausoleum Chapel, with Minister Roy Riley officiating.
